Born and brought up in Baltimore, Maryland, United States. Victor Blackwell graduated at Milford Academy back then in 1999. He earned a B.A in Broadcast Journalism from Howard University in Washington, D.C.

Shortly after college, Blackwell got employed to become a reporter at WHAG-TV in Maryland.
